PUP History

• 1952

Through Republic Act (RA) 778 passed by both houses of Congress on May 20, 1952 and signed by then Philippine President Elpidio Quirino on June 21, 1952, the PSC was converted into the Philippine College of Commerce (PCC), with Luis F. Reyes as its first president. The PCC broadened its program offerings with the inclusion of undergraduate courses in commerce and related fields.

• 1954

This Institution celebrated its Golden Jubilee.



The 50th Founding Anniversary was celebrated on the Lepanto Grounds (October 1954)

For its "dynamic leadership in vocational business education", the PCC was conferred by the Business Writers Association of the Philippines the title of "Business College of the Year."

The Annex Building (also in S.H. Loyola St.), which had housed the Congress of the Philippines, was officially turned over to PCC.

When Reyes retired, Prof. Pacifico A. Velilla took over the PCC presidency.

Immediately after assuming the presidency, Dr. Nemesio E. Prudente established an Advisory Committee for the President, a CPA review class, a scholarship committee, and a codified set of rules and regulations for the College.

The College Code was printed, the Public Relations Program established, and the first issue of the PCC Faculty Journal published. Other initiatives taken during that school year include:

• Inclusion of more liberal arts courses in the curriculum;
• Establishment of the Book Bank and the Student Loan Fund;
• Elevation of high school teachers to the rank of Assistant Instructor; and
• Establishment of the Junior Executive Training Program.
• 1965

Through Pres. Diosdado Macapagal's proclamation, the Pandacan site of the Bureau of Animal Industry was reserved for PCC's use. The student assistantship program was instituted and a system of financial aid was introduced. Instructors with masteral and doctoral degrees were, as a matter of policy, automatically promoted to Assistant Professor 1 and Assistant Professor 2, respectively.

• 1967

Important developments during that school year include:

• The reservation, through Pres. Ferdinand Marcos' declaration, of a 10-hectare lot in Bicutan, Taguig for PCC use;
• The adoption of a policy of student involvement in PCC's official functions;
• Revision of courses of study; and
• Enrichment of the traditional vocational course with more liberal arts and cultural courses aimed at the PCC students' holistic education as well as the reinforcement of classroom learning with varied co-curricular activities.
• 1968

The development of the preceding school year led to the rise of social consciousness among the PCC constituents and to the revision of the college charter by the passage of RA No. 6980 authorizing the offering of courses in the social sciences related to business education. Besides, the Sta. Mesa (A. Mabini) Campus was assigned for the use and disposition of the PCC. Also, the titles of the lots on S.H. Loyola St. were awarded to PCC through congressional legislation.

• 1969

Initiatives included the following:

• Appointment of the president of the Supreme Student Council as member of the Board of Trustees (now Board of Regents)
• Offering of the following in lieu of the two-year basic commercial course: Bachelor of Arts, Master of Arts, and Master of Business Administration
• Securing the exemption of PCC personnel from civil service rules and regulation as well as from the application of the Wage and Position Classification Office (WAPCO) criteria
• Short-term courses in Electronic Data Processing (EDP) were offered under the Faculty of Accountancy
• 1971

Among the important developments were:

• Revision of the College Code;
• Transfer of the Laboratory High School from S.H. Loyola Campus to A. Mabini Campus; and
• Creation of the Katipunan Foundation, Inc.

The institution's transformation from a college into a university happened during these period.

• 1972

When martial law was declared, Dr. Narciso Albaraccin, Jr. was designated Officer-in-Charge (OIC), with Dr. Pablo T. Mateo, Jr. as Performance Officer. Among the changes under Albaraccin were:

• Abolition of the Faculty of Arts and Sciences;
• Introduction of several new courses, including technology and occupational education;
• Reorganization of different Faculties; and
• Offering of a five-year curriculum in Accounting.

The following developments came in the wake of Dr. Crisostomo's appointment as Acting President:

• Offering of Bachelor of Business Administration and General Administration;
• Completion of phase 1 of the gymnasium;
• Establishment of the Center for Skills and Rural Industries Development (CSRID), which was designed to give out-of-school youths skill training for gainful employment and in the production of export products using indigenous raw materials in their communities;
• Construction of the marble pylon and the Mabini Circle; and
• Creation of a unit to handle short courses in Electronic Data Processing (EDP).

The PCC opened its branch in the Bataan Export Processing Zone (BEPZ), Mariveles, Bataan.

• 1976

The Faculty of Arts and Sciences (FAS) was reestablished, the Master of Public Administration (MPA) and the Master in Economics (ME) programs were added in the Graduate School, and the various offices were re-structured.

• 1977

After Dr. Mateo became president in May 1977, the ladder program was expanded to all degree courses; 13 additional degree courses using the ladder approach were introduced. The "techno-business" curriculum was developed, and introduced were adult business education and non-degree courses in business/distributive arts.

Through Presidential Decree (PD) 1341, PCC was converted into a chartered state university and accordingly renamed Polytechnic University of the Philippines (PUP). This led to the broadening of course offerings and the restructure/streamlining of the University's administrative organization.

• 1979

Among the accomplishments of this period were:

• Face-lifting of A. Mabini Campus through construction of the main library, the University canteen, the ecumenical chapel (Interfaith Chapel), and the 3rd, 4th, and portion of the 5th floors of the XYZ building (Main building in Mabini Campus);
• Establishment of a branch in Lopez, Quezon (June 1979);
• Revision of undergraduate curricular programs;
• Establishment of consortia with the Construction Industry Board for the Opening of Master in Applied Statistics, the Philippine Normal College for the conduct of teacher education courses in PUP Lopez, and La Consolacion College for a program in Cooperatives;
• Expansion of graduate programs to include masteral programs in Public Administration (MPA), Public and Business Administration (MPBA), Economics (ME), Accountancy (MAC), as well as doctoral programs in Public Administration (DPA) and Business Administration (DBA);
• Creation of the Institute of Technology;
• Introduction of ladderized baccalaureate courses in Tourism, Hotel and Restaurant Management, Office Administration, Government Accounting, and Library Science;
• Start of the PUP Review Center (Summer 1981);
• The EDP/Computer Data Processing Management (CDPM) unit was created under the Faculty of Business and Cooperatives. It started to offer a four-year ladderized course, known as Bachelor in Computer Data Processing Management (BCDPM).
• 1983

In spite of the country's economic difficulties, PUP's 71 ladderized technical and professional programs continued to be viable. There were significant accomplishments like:

• Introduction of Bachelor of Human Behavior Technology (BHBT) under the FAS;
• Inclusion of a course in computers in all degree programs;
• Revival of the PUP Student Council, drafting of its Constitution and By-Laws by the Student Constitutional Convention and the ratification of this by the studentry; and
• Consortium with the NMPC as well as international linkages through PASUC-Texas Consortium, the Association of Asian Institutes of Higher Learning, the Regional Institute for Higher Educational Development, the International Association of Universities, and the UNESCO.
• 1984

The University underwent reorganization. It adopted the "cluster colleges" set-up, where each college prepared the program and supervised all the subjects required in the degree program offered in the college. It set up a University Center for Technological Research, the function of which was to conduct research and produce inventions/innovations in technology areas most needed by the communities served by PUP. For lack of sufficient rooms, laboratories, and related facilities, the University considered the completion of the 5th floor of the XYZ-Main Academic Building a top priority in its infrastructure program.

The PUP also established a tie-up with the University of Life in the training of trainors/project managers needed in the KKK program, as well as with the Ministry of Trade, the Ministry of Local Government and Community Development, and the NACIDA in these agencies' continuing training program to upgrade their personnel.

In April 1986, the PUP presidency was reassumed by Dr. Nemesio E. Prudente, who has seen university education as an equalizing instrument that would enable the children of the economically disadvantaged to climb up the ladder of society - and to counterbalance the dominating influence of the affluent few in the nation's day-to-day affairs as well as help greatly in charting its long-term destiny.

Dr. Prudente had the PUP philosophy, mission, and strategies formulated by a multi-sectoral committee; a new PUP logo designed; a new PUP hymn composed; and the administrative/academic organization restructured. This led to the renaming/raising of the following departments of the University:

New graduate programs were introduced:

• Master in Industrial Engineering and Management (MIEM),
• Master of Arts in Psychology (MAP), and
• Master in Education Management (MEM).


Aside from this, the nontraditional masteral programs in Business Administration were strengthened.

In PUP Manila, the Community Relations Office was created under the Public Affairs Office and the community outreach programs of the branches were strengthened.

University governance was democratized. The Academic Council was expanded to include not only full professors but associate and assistant professors as well. The open-door policy was institutionalized, the University Code revised, and the PUP Five-Year Development Plan (1987-1992) drafted.

The University increased enrollment at all levels as well as the number of scholarships and financial aid grants; it also offered short-term technical-vocational courses and maintained its laboratory high school.

The University improved its instructional, co-curricular, and administrative facilities; it also acquired more and bigger campuses.

Trends, the institution's official professional journal of ideas was revived.
• 1987

The developments during this school year include:

• Recognition of KAWANI, an employee's union;
• Offering in Doctor in Educational Management (DEM), Master in Physical Education, Dance, and Recreation (MPEDR), and Master in Psychology (MAP);
• Purchase of Hasmin Hostel in Sta. Mesa;
• Initial offering of PUP Maragondon of baccalaureate programs in Accountancy, Business Education, Electronics and Communications Engineering, Mechanical Engineering, and Electrical Engineering;
• Offering at PUP Manila of new baccalaureate programs in Mathematics, Applied Sociology, Advertising and PR, Transportation Management, Information Technology, Political Economy, Internal Trade Management, Political Science, Public Administration, Architecture, Chemical Engineering, and Filipino;
• Initial offering by PUP BEPZ / Bataan of baccalaureate programs in Mechanical Engineering, Civil Engineering, Industrial Engineering, Electronics and Communications Engineering, and Computer Data Processing Management (BCDPM);
• Initial offering by PUP Lopez of BCDPM;
• Strengthening of the University's technical-vocational programs in Manila, Maragondon (Cavite), and Unisan (Quezon);
• Appointment of Prof. Ofelia M. Carague to the SGV Professional Chair in Computer Science Output;
• Improvement of physical facilities in PUP Manila and its branches;
• Enhanced co-curricular programs, upsurge in cultural activities, and maintenance of a dynamic physical education and sports program, including retention of overall championships in the SCUAA (State Colleges and Universities Athletic Association) and the PICUAA;
• Implementation of national government circulars effecting salary adjustments based on merit;
• Sending of personnel, on official time, to seminars / workshops and conferences outside the University;
• Granting of scholarships to incoming freshmen who were editors-in-chief or journalists of the year while in high school;
• Revival of Memorabilia, the official yearbook of graduating students;
• Increase of faculty / student newsletters;
• The degree Bachelor in Information Technology (BIT) was offered;
• Establishment of the University Center for Human Rights Education (UCHURE); and
• Improved physical set-up / acquisition of more facilities for the PUP Printing Press.
• 1988

The Administration stepped up efforts to develop the physical facilities for PUP Manila and the branches. It also followed up the acquisition of the 10-hectare lot of the National Development Company which is adjacent to the University's A. Mabini Campus in Sta. Mesa, Manila. It likewise followed up bills in Congress, such as those...



1. Seeking to grant faculty members and students participation in University decision-making as full-pledge members of their school's Board of Regents and Trustees;
2. Granting financial autonomy to state universities and colleges;
3. Establishing PUP extensions / branches in Taguig (Metro Manila), Romblon, and Masbate; and
4. Establishing a national mass communications center in PUP Manila.


The University established centers and institution for special studies with their respective academic journals as well as consortia, linkages, and joint projects with local and international agencies. It implemented its yearly evaluation and merit promotion scheme for the faculty and administrative staffs. And it conferred doctoral degrees, honoris casua, to four prominent personages.


• Offering of a graduate extension program in PUP BEPZ;
• Offering of more nontraditional courses
• Adoption of the policy requiring a masteral degree for a faculty member to qualify for permanent position;
• Getting by PUP graduates of a passing mark of 81.5% in Licensure Examination for Nutritionists / Dieticians, which was twice the national passing mark of 40.5%;
• Offering of refresher courses by College of Accountancy (CA) and the College of Engineering and Architecture (CEA) to prepare PUP students for board examinations; and
• Printing of more publications, such as Trends, Bisig, Journal of Economics and Politics, Journal of Social History, PUP Profiles, PUP Campus Observer, and the Graduate Forum.

PUP continued to dominate the SCUAA and the PICUAA. The PUP Banda Kawayan was made the official entertainer of the Philippine Pavilion Hotel during the opening of the World Exposition '88 in Brisbane, Australia, and the Bagong Himig again emerged as the champion in the national choral singing competition.
• 1989

The PUP Graduate School introduced a nontraditional program to the degree of Master in Economics.

PUP Manila started to offer traditional baccalaureate degree programs in Sociology, Political Science, and Cooperatives. PUP Lopez, on the other hand, introduced two additional courses: Bachelor of Science in Civil Engineering and Bachelor of Science in Electrical Engineering. The Board of Regents approved the offering of Bachelor of Science in Chemistry, Bachelor of Science in Criminology, Bachelor of Science in Forestry, Forest Ranger Certificate, and Diploma in Fisheries Technology.

The University, furthermore, continued to explore the "Open University" concept. It also started to develop the 17-hectare campus in Taguig, Metro Manila.

The University conferred an honorary doctorate in Public Administration on former Pres. Diosdado Macapagal and in Arts and Letters on Prof. Renato Constantino, Sr.

Faculty members teaching the same subjects were required to use a common syllabus, for this would facilitate departmentalization of final examinations, particularly in the basic subjects.

The University Textbook Board was established.

The University adopted the policy that only students who pas the qualifying examinations in the third year of the particular specialization may continue to enroll in courses with board/licensure examinations.

Also established were Professional Chairs in Political Economy, Banking and Finance, Computer Science, Engineering, and Marketing, as well as the Research Institute for Politics and Economics (RIPE) and the Center for International Relations (CIR).

The University got elevated to level one status, which meant, among other things, higher salary rates for University personnel.

It was also able to complete the P.E. Bldg. on A. Mabini Campus, the Graduate School Bldg. at M.H. del Pilar Campus, and a two-storey building in PUP Lopez. It rehabilitated the old PNB Bldg. for the use of PUP Bataan.

• 1990

The initiatives of the University in School Year 1990-1991 include the following:

• Establishment of the "Open University" or Pamantasang Bayan of degree and non-degree programs in San Pedro (Laguna), Calaca (Batangas), Lopez (Quezon), Mulanay (Quezon), Lagro Subdivision (Quezon City), and Parañaque (Metro Manila)
• Granting of professorial chairs to duly selected accomplished professionals as follows: Political Economy, Hector R. Villanueva; Banking and Finance, Antonio P. Gatmaitan; Computer Education, Hector M. Morada; and Marketing / Advertising, Leonardo Garcia
• Retention of overall championship in both the SCUAA and PICUAA
• Assigning of the Student Union Hall, as well as certain rooms in the Main Academic Building, to the Central Student Council and the accredited organizations under its coordination, the cultural groups, and the staffs of major student publications
• Completion of the construction of the new University Library Building
• Continuation of construction of the CEA Building
• Offering of non-formal education, medical services, sports training, and values formation to 51 street children in the Sta. Mesa area.
• Signing with the Dept. of National Defense of a Memorandum Of Agreement (MOA) which stipulates respect for the sanctity of the University Campus, its academic freedom and autonomy as well as detailing procedural agreements on police / military University interaction.
• Entering into an industry-education linkage program agreement with the Philippine Computer Society for the furtherance of the development of Information Technology through Practicum, faculty assistance, office/plant visits, and training center use.
• Signing with the Dept. of Justice of a MOA for the offering of a nontraditional graduate program in Human Behavior Technology.
• Appointment of the University as training center for ATS CAD/CAI software.
• Signing of a MOA with the Philippine National Historical Society for the growth of a nationalist historiography and for the use of disciplines to clarify current social and national issues.
• Conduct of a summer EDP training for public elementary and high school principals in Metro Manila (in collaboration with the PSUCCESS)
• Setting up (through the COABTE) of a summer seminar on Court Stenography for stenographers of the House of Representatives.
• Entering into an agreement with the Dept. of Environment and Natural Resources (DENR) that it shall take active role in developing and conserving environment and natural resources, specially at Mounts Palaypay and Mataas na Gulod in Maragondon, Cavite.
• Introduction of a baccalaureate degree program in Entrepreneurial Management.
• Signing of a MOA with the Philippine Historical Society, which stipulates that both entities work for the development of the proposed AB in Philippine History course as well as sponsor the first national conference on Urban History and lecture series on History and Social Problems
• Institution of several computerization projects

• 1991

Important events that took place in that year:

• Establishment of the Research Center for Peace, Justice, and Democracy.
• Setting of special make-up classes in English
• Inauguration of the new four-storey three-wing University Library.
• Granting of teaching and research chairs in Management by the Personnel Management Association of the Philippines.
• Publication of five Open University modules, Sinag of the CAS, IC Balita, Student Handbook, LBEC Handbook, RIPE monographs, STRDC monographs.
• Signing of MOA with Palawan National Agricultural College, Quirino State College, and University of Southeastern Philippines for the offering by the University of Master of Educational Management.
• Offering by the Pamantasang Bayan of vocational / technical and baccalaureate programs in 25 municipalities.
• Signing of MOA with Bataan Shipyard and Engineering College, Inc., which agreed to become a training station of the College of Engineering, PUP Bataan.
• Start of construction of Mass Communications Center of the Philippines Building.
• Retirement of Dr. Nemesio E. Prudente, designation of Dr. Zenaida A. Olonan as Officer-in-Charge.
• Appointment of Dr. Jaime Gellor as Acting President (April 3 - July 3, 1992), which created confusion.

The PUPWebSite Project began.



This is the first insignia used for this site. It began as a feasibility project of a group of
computer students who named themselves as the Abyss Creative Group

On October 11, 1997, Pres. Fidel V. Ramos conferred his support for the computerization project of the University.

The former Bachelor in Information Technology (BIT) was revised as Bachelor of Science in Computer Science (BSCS) while the Bachelor in Computer Data Processing and Management (BCDPM) was improved and became Bachelor of Science in Information Technology (BSIT).

• 1998

The PUPWebSite Project was changed to PUPWebSite and it served as the official Internet site of the University. It formally launched on January 27, 1998 in GeoCities.com.

On August 1998: Pres. Joseph Estrada visited PUP during its "Linggo ng Wika" Celebration. During that time, his Excellency conferred his support for the construction of theInformation Technology Center of the University.

On November 13, Dr. Ofelia M. Carague was appointed President of the University and the first to undergo Republic Act 8292 (or the Higher Education Modernization Act), wherein the selection was made through a committee

A series of infrastructure projects started on this year spearheaded by the Special Projects Office.

• 1999

The University celebrated its 95th Foundation Anniversary with the theme: "Sandaang Taon Para Sa Pilipino, Panimulang Pagdiriwang" (One Hundred Years for the Filipino, The Beginning of the Celebration). This is the first of five countdown celebrations to the University's centennial.

The computerization program of the University that spearheaded the creation of new offices - the PUP Information Linkages Systems (PUPILS, headed by Prof. Rosicar E. Escober) and PUP Information Technology Center (PUP IT Center, headed by Prof. Mely R. Luya).

• 2000

April 2000: PUP Information Technology Center started its operation with Prof. Mely R. Luya as the director. Later that year, it changed its name to Information and Communications Technology Center (PUP ICT Center).



February 2000:The University was conferred by the Commission on Higher Education (CHED) as a Center of Development for Excellence (CODE) in Information Technology.



March 2000: PUP was designated by the Department of Science and Technology (DOST) as a Virtual Center for Technology Innovation in Information Technology (VCTI-IT) and during the Year-End Commencement Exercise, PUP was declared an Information Technology Zone.

June 2000: The Master of Science in Information Technology program began with Prof. Rosicar E. Escober as the chairperson.

On June 30, PUP ICT Center was declared as a Microsoft Certified Government Technology Education Center (GTEC).



PUP celebrated its 96th Foundation Anniversary with the theme: "PUP @ 96: Knowledge Connectivity to e-Economy."



• 2001

Important developments during this year include:

• Generally, for the period 1998-2001, 45 major projects and 31 minor projects were accomplished, unprecedented physical developments so far in PUP. Among these infrastructure projects includes the CLMC Building and Theater, Student Center, Laboratory High School Building, Interfaith Chapel, Grandstand, Gymnasium and Swimming Pool, and PUP ICT Center Phase 1 and 2;
• Almost all the programs of the academic units of this University have been submitted for accreditation. Four (4) programs have gone through a formal survey and sixteen (16) programs went through the first survey to achieve the enhanced accredited status towards accreditation level 3. In fact, it ranked third in the Top 10 SUC's with the most number of reaccredited (Level 2) programs which totaled to nine (9) programs. Consequently, it ranked first in the top 12 State Universities and Colleges with the most number of accredited (Level 2) programs which totaled to fifteen (15) programs;
• The performance of PUP graduates in Professional/Licensure Examinations in the fields of Accounting, Architecture, Chemistry, Education, Engineering and Nutrition and Dietetics have showed noteworthy results;
• Twenty (20) modules were reviewed, edited and evaluated and were all recommended for student use;
• Curricular offerings of seventy-three (73) programs have been revised, and have passed through the scrutiny of the Curriculum Evaluation Committees (CECs) in the Department, College and University levels;
• New colleges have been created: The College of Law, College of Communication, College of Nutrition and Food Science, College of Tourism and Hotel and Restaurant Management, College of Architecture and Fine Arts, and the College of Languages and Linguistics;
• New programs have been approved: The Bachelor in Public Administration and Governance of the College of Economics, Finance and Politics and Master in Library and Information Science;
• New subjects/courses were added into the various curricula to meet the demands of the changing times, especially in the fields of communications, engineering and other sciences;
• The PUP through the CNTSP-ETEEAP is still one of only three (3) universities that were able to institutionalize and implement the ETEEAP despite absence of budgetary support from the CHED;
• A new program in the Commonwealth campus was opened - Bachelor of Science in Entrepreneurial Management;
• The Graduate School successfully participated in the implementation of e-linked graduate courses with UP, PNU and EAC;
• Students and faculty have actively involved themselves in various personal/professional developments e.g. graduate school, conferences, trainings, etc.;
• Linkages to national and international entities and organizations have widened e.g. participation to national and international conferences, national and international networks and grant to PUP faculty of scholarships abroad.
• Implemented ATM Payroll System;
• Modernized offices in the Mabini Campus;
• Processed 891 special scholars under President GMA Scholarship Program;
• Implemented Information Systems for key operations such as human resource, enrollment, students, and payroll;
• Through proper financial management, economic support was extended to the whole PUP Community, first time ever in the history of the University;

PUP celebrated its 98th Foundation Anniversary.



• 2003

Dr. Ofelia M. Carague completed her term as University President on April 20, 2003. Through Board Resolution No. 202, Dr. Samuel M. Salvador was designated as Officer-in-Charge.

The offering of AB Theater Arts for school year 2003-2004 was unanimously approved by the Board of Regents.

Consistent to existing Civil Service Rules and the PUP Merit System for Faculty and Academic Staff, 176 faculty members and 30 administrative staff were promoted one step higher in rank, and 36 faculty members and 7 administrative employee enjoyed permanent or temporary status.

On January 26, Dr. Salvador's designation was reclassified as Acting President of the University. Preparations for PUP's centenary became the most strategic agenda of his stewardship.

Developments during this year include:

• The establishment of an Electronic and Communications Engineering Laboratory for Wireless Engineering Program in cooperation with SMART Communications;
• Internet services returned. The University Web Site became online again;
• SMART Communications was allowed to house a self-supporting tower for its cellular network in PUP Ragay;
• The construction of the Centennial Plaza was proposed;
• PUP introduces the BS Nursing program in PUP Bataan in cooperation with the Bataan Polytechnic State College;
• The confirmation of a PUP Nursing Fund Account No. 148 welcomes the expectations of an eventual establishment of the PUP College of Medicine and its own hospital;
• The PUP Board of Regents authorized the University to allocate 300 square meters lot for the construction of a Dialysis Center;
• A Post-Baccalaureate Diploma in Cooperative Management has been added in the curricular offerings of the University;
• Fast confirmation of a Memorandum of Agreement with the Municipality of General Luna, Quezon to offer a one-year program in Technopreneurial course in General Secretariat in PUP Lopez. A separate MOA also commits PUP to expand its Open University Programs in San Pedro Laguna;
• Proposed and later got the board approval of the revival of the Master in Construction Management offered in the Open University;
• The University also expanded its academic coordination with other leading universities in the country, notably, the Ateneo de Manila University, regarding the development of a Modular Curricular Program;
• Endorsement and repair and rehabilitation of the Laboratory High School building, amounting to PhP 1,346,724.34;
• Improvement of the restrooms at the Learning Resources Center. This improvement is connected to the critical role of the said center of academic praxis in maintaining facilities conducive to both student and faculty training and education;
• Building of perimeter fence, benches, gazebo, and lighting system in its premises;
• The completion of cable installation for distributed Internet service and local area networking;
• Dr. Salvador supervised the purchase of equipment for the ECE laboratory in PUP Bataan, and the reforestation of a watershed in PUP Lopez;
• Construction of a fully furnished gymnasium and 2-storey concrete classroom facility in PUP Lopez extension;
• Dr. Salvador lobbied with House of Representatives to donate IT equipments to PUP Ragay, which was granted.
• Nine (9) classroom facilities were constructed in Sta. Rosa, Laguna;
• The Unisan campus had humble improvements in its infrastructure: construction of school's stage, construction of a shop hall/function room, and a new flagpole;
• Within Dr. Salvador's first year in office, a total of PhP 41,950,000 has been allocated to employees' bonuses and incentives from a total of PhP 75,002,000 projected income for 2004. From the Memorandum of Operational Expenses, amounting to PhP 29,852,000, PhP 700,000 has been allocated to training and seminar expenses - a guarantee that a flourishing academy will be maintained;
• Most academic programs offered in the University passed the 1st resurvey assessment of the Accrediting Agency of Chartered Colleges and Universities of the Philippines (AACCUP);
• Twelve topnotchers in different professional admission exams in just a year span (2003-2004) have recently joined the roster of young professional achievers, conveying the academic repute of the University to the whole nation as well as abroad where PUP alumni have created professional strongholds;
• The University started to lay the foundations of enlightened academic self-sufficiency in some of its countryside branches, notably, the Mulanay branch in Quezon. Graduates courses such as Master of Science in Mathematics Education and Master of Arts in Language Teaching are now offered in the said branch;
• In the first quarter of this year, many were promoted;
• The Commission on Audit cited PUP for sound fiscal management;
• Prof. Raoul Cawagas of the College of Science was runner-up in the Zonal Research Center NCR-1 Zonal Awards;
• Atty. Lambert Castro of the College of Communication received a gold medallion from Supreme Court Chief Justice Hilario Davide, Jr.;
• The Young Men's Christian Association of Manila awarded the 'Outstanding College-Y Adviser of the Year' to Prof. Elizabeth Amaranto of the College of business. The same organization awarded Prof. Anita M. Espanol of the PUP Laboratory High School the 'Outstanding Hi-Y Adviser' in the high school category; and
• The ICDE cited and awarded cash prize to Dr. Carmencita Castolo of the Open University for her paper on Information and Communications Technology.



On September 18, 2004, over 30,000 students, faculty and alumni of the Polytechnic University of the Philippines create a "human rainbow" in a move to boost the image of the school and a bid to set a new record for world's largest human rainbow in the Guinness Book of World Records.

• 2005

Through a Board Resolution, Dr. Dante G. Guevarra was appointed Officer-in-Charge, which took effect on July 1.

October 1, the University celebrated its 101st Founding Anniversary. Through another Board Resolution, Dr. Guevarra was appointed Acting President extending his term for another year.

Other events that took place on that year were: DBM e-budget Training (July 11-29), Training on Computer Literacy and Proficiency Training Program of the Office of the Vice President for Research and Development (OVPRD), Philippine Educators Network for Training, Research, and Development, Inc. (PENTRAD) and The Rotary International (Oct.13-14, and 17 and 18), Microsoft Office Specialist PUP Faculty Training (Partners in Learning Program, July 13-27), Microsoft Faculty and Student Ambassador Program Cascades (Technical and Business Management trainings) to A. Maceda Integrated School Teachers and Students (November 10-11), First ever PUP Technology Day at PUP ICT Center (November 18), Computer literacy program for the disabled military of the Department of National Defense and Armed Forces of the Philippines (September 24, October 8 & 15, 20).

PUPCET iApply, a Web-based PUP College Entrance Test (PUPCET) Application System was pre-released on December to accommodate PUPCET applicants until January 31, 2006.

• 2006

PUP Participates In DOST's Technology Innovation for Commercialization (TECHNICOM) Program. A research proposal “Development of Design Mix of Asphalt Pavement Using Crumb Rubber Tire and Coal Combustion by Products” of the College of Engineering with Dean Manuel M. Muhi as project leader, was submitted for funding to DOST-TECHNICOM through the RDU of the OVPRD. This research aims to utilize the coal combustion by-products of the National Power Corporation Coal Fired Thermal Power Plant in Calaca, Batangas and crumb rubber tire as material for asphalt pavement. SCI-TECH, through its director, Dr. Lorna T. Enerva, submitted a research proposal "Determination of the Fuel Oil (Bunker) Properties of 1, 2 Benzenedicarboxylic Acid, Diisoocytyl Ester and Antimicrobial Activity from Heterophyllus Moracea Lam (Jackfruit seeds)" Meanwhile, another research proposal from the SCI-TECH, “Antimicrobial, Antidiabetic and Fuel Oil (Bunker) Property of 1, 2 Benzenedicarboxylic acid, Diisoctyl Ester of Eucalyptus Globules (Eucalyptus)”, has also been submitted to the National Research Council of the Philippines (NRCP) for funding.

Focusing on strengthening research activities on alternative energy, environment, food processing and other concerns, four HEI's composed of the Polytechnic University of the Philippines, University of Sto. Tomas, Dela Salle University and Pamantasan ng Lungsod ng Maynila, as permanent members, formed the Metropolitan Manila Industry and Energy Research and Development Consortium (MMIERDC).

Aleli Antinopo, a Bachelor in Business Management senior at the Taguig Campus presented the winning business plan of the Pinatubo Dental Implant Team that won the third prize in the Philippine Emerging Startups Open Incorporated—sponsored PESO Challenge 2006.

• 2007

The College of Communication (COC) romped away with the most coveted Grand Prize trophy as well as the viewer's Choice Award in ABC 5's “DOKYU-Student Documentary Competition” thru its “Pundido” entry.

The international radio program of CED aired over DZRP (Voice of the Philippines) got a favorable evaluation from Philippine Broadcasting Service.

PUP was chosen as South East Asia's first Railway Academy.

Geraldine Llera Gammad, a PUP BS Food Technology cum laude graduate contributed to the success of the favorite KFC "hotshots" which she formulated. A testimonial to the product's success is its realization of its 3-month targeted sales in barely a month and KFC USA (the mother unit) is asking its Philippine subsidiary to share Gammad's formula with its other outlets worldwide.

Calamansi Soda of Zesto, the first fruit soda in the local market to utilize the abundant tropical fruit was the result of a study made by Agnes Nadres, a B.S. Food Technology graduate from the College of Nutrition and Food Science.

The PUP ICT Center, in cooperation with the Advanced Technology Learning Alliance for Students, PUP Junior Management Society and Microsoft Philippines through the Microsoft Student Partners (MSP) Program, conducted a festive all-day conference called “Technology Day 2007” on February 8, 2007.

Among the projects which were completed include the arc at the main gate, visitors' lounge, new flagpole, Mabini Obelisk, Freedom Plaza, Sto. Tomas Gymnasium, Hasmin Café, and classrooms and restrooms in PUP's branches and campuses.

September 28, 2007 was a red-letter day for PUP because it marked the University's initial attempt at Unified Communications with the Main Campus videoconferencing with the College of Engineering in the nearby NDC Campus, the Sto. Tomas Campus in Batangas, and Polycom Singapore.

The Annual Research Awards (ARAW) was established. It aims to promote a research culture and encourages the innovative-minded youth.

• 2008

In cooperation with the Department of Energy (DOE), PUP held a three-day energy fair from February 18 to 20, which focuses on research for alternative energy and biofuels, creation of energy thru cold nuclear fusion process, energy safety and efficiency, and energy utilization and downstream. PUP was designated as one of the sites for the entire nation's commemoration of the 110th Anniversary of the Proclamation of the Philippine Independence.

PUP, in partnership with the San Juan City local government, opened the PUP San Juan Campus.

The PUP Technical School became the College of Technology and offered short management technology courses in ICT, Computer Engineering, Electrical Engineering, Mechanical Engineering, and Electronics Communications Engineering.

• 2009

Construction and inauguration of the executive offices and conference rooms (Mateo, Olonan, and Carague) at the 2nd floor South Wing of the main building. This brought PUP's past presidents back home to the university they served for years.

PUP, in cooperation with the Department of Science and Technology and the Department of Energy, led the Engineering Research Conference 2009 with the theme: "Forging Synergistic Partnerships with the Global Industry through Market Driven Research Initiatives" held at the Bayview Park Hotel in Manila on March 9 and 10 and in PUP on March 11 and 12.

The PUP Open University launched the eMabini Learning Portal.

The Department of Environment and Natural Resources (DENR) has chosen the Polytechnic University of the Philippines (PUP) as the model of the proposed "Clean River Zone" as DENR, along with various organizations, intensify their rehabilitation campaign for the Pasig River on their program "Kapit Bisig para sa Ilog Pasig."

PUP, with SMART Communications as its technology partner, launched PUP iText, a Short Messaging Service (SMS) that enables PUP students to receive reminders, announcements and advisories from the University through their mobile phones. The service uses SMART Infoboard.

PUP won the 1st College Debate Contest on Democracy and Political Tolerance sponsored by the Senate of the Philippines in celebration of the 2009 International Day of Democracy held on October 14, 2009 at the Claro M. Recto Hall of the Senate of the Philippines.

The University conducted a forum on Climate Change.

PUP Mulanay Bachelor in Business Teacher Education graduating student, Joy P. Lamod, won third place in the 2009 National Essay Writing Contest. Her winning entry has been published at the DSWD website.

• 2010

The Philippine president, Gloria Macapagal-Arroyo, declared Polytechnic University of the Philippines as the official permanent home of the Mabini Shrine. Through Proclamation 1992, President Arroyo stressed the need for a permanent home of the Mabini Shrine for the protection and preservation of its historical and architectural value. The President said that the PUP Mabini Campus is the fourth site of the Mabini Shrine. It was transferred in PUP through the National Historical Institute's Board Resolution No. 01, s. 2008, to protect it from the flood control project of the Metro Manila Development Authority (MMDA).



College of Communication professor, Danny Pata, won third place at the 3rd Foreign Correspondent Club of Thailand (FCCT) Photojournalism Contest on spot news category in Thailand.

PUP partnered with Beijing Hangweili Educational Technology, Ltd. (BHETL), which aims to support the promotion of the Philippines as an educational center of the ASEAN region.

The National Cheerleading Championship (NCC), the country's first and only cheerleading competition that employs international rules and regulations, held its championship tournament on March 6, 2010 where PUP Taguig ranked 6th among the 19 cheerleading squads.

With its initiative to promote energy conservation, SM Supermalls partnered with PUP and participated in an international advocacy - the Earth Hour campaign on March 27.

PUP and Jollibee promoted ACE: Improving Access, Curriculum and Employability in HRM Education Towards Poverty Alleviation – where third year PUP-HRM students interested to work and study at the same time, can avail of a scholarship grant which they may enjoy until they reach fourth year. This scholarship being offered by JFC is its corporate social responsibility.

PUP conducted the 1st Gat Apolinario Mabini Awards held at the Manila Hotel on October 11. Awards were presented to retired Chief Justice Reynato Puno of the Supreme Court for law; Dr. Renato Labadan for agriculture; Dr. Teresita Salva, for education; Edgar Taladhay for environmental leadership; Ms. Gina Lopez, environmental advocacy; Brillante Mendoza, film; Angel Cacnio, visual arts; Dr. Roel Cagape, medicine, science and technology; Kara Patria David, broadcast journalism; Howie Severino, documentary reportage; Norby Salonga, student leadership; Carlito Amalla, youth volunteer; DSWD Undersecretary Celia Capadocia-Yangco, public service; DFA Undersecretary Rafael Seguis, peace and social justice; and Andrew Tan for business.



The Bachelor in Advertising and Public Relations students of the Polytechnic University of the Philippines received the Philippine Association of National Advertisers Foundation (PANAF) Merit Award in it s Integrated Marketing Communications (IMC) Youth Congress Competition on November 13, 2010.

The PUP Bachelor in Transportation Management students won 1st place in the Annual Driving Skills for Life (DSFL) Interschool Quiz Bee Competition held at the Ford Global City Taguig on December 4, 2010.

• 2011

PUP participated in a nationwide videoconference. The event uses technology to connect large groups of young people who are divided by distance, background and conflict, for the primary purpose of creating understanding among them. It is a joint undertaking of the PeaceTech Inc., a non-profit organization, PUP, Office of the Presidential Advisor on the Peace Process, Department of Education and the AUSAID.

Engineering students of the Polytechnic University of the Philippines won the top spots in the Mech Expo 2011 with the theme "Hytec Robotics Competition" and the Schneider Electric Philippines 2010 Energy University Challenge with the theme "Green the World @ My Campus" , held on February 4, 2011 at the University of Santo Tomas and February 16, 2011 at the Fort Bonifacio, respectively.

On February 10-12, 2011, the Department of Hotel and Restaurant Management won one of the six competitions in the Chefs on Parade - the most anticipated event in the field of the Hospitality and Foodservice Industry.

As a gesture of thanks to PUP for contributing talents to its workforce and as part of its corporate social responsibility, Accenture set up an Ideas Exchange Room (IER) for PUP students and faculty.

PUP launched Rizal@150 in celebration of Dr. Jose Rizal's 150th birthday. Conduct of various activities that relate to the theme “Rizal sa Iba't-Ibang Persona: Haligi ng Bayan sa Makabagong Panahon” was held at the PUP Main Campus from June 27 to July 1. Internationally acclaimed actor Mr. Cesar Montano visited Polytechnic University of the Philippines' special screening of the film Jose Rizal (1998) on June 27, 2011 at the Bulwagang Balagtas, Ninoy Aquino Library and Learning Resources Center, PUP Main Campus.

Myro Jethro T. Tejedor, Davencci C. Fagtanan, Marlon E. Domagtoy and Janine Carla C. Daliva, fourth year prime section students from the College of Tourism, Hospitality and Transportation Management (CTHTM) of the Polytechnic University of the Philippines (PUP), won 1st place in the 5th Manila Foods and Beverage Exposition (MAFBEX) with a green theme inspired by the National Forest Month celebration.

PUP was awarded recognition by the Professional Regulation Commission (PRC) as third best performing school in Nutrition and Dietetics along with the University of Santo Tomas and the University of the Philippines-Los Baños.

The PUP Bagong Himig Serenata won 1st place in the 22nd Philippine Travel Operators Association (PhilTOA) Travel Mart Competition held at SMX Convention Center, Mall of Asia, Pasay on September 4.

PUP, Soaring High in the Year 2013 as Country's First Polytechnic University

The Polytechnic University of the Philippines (PUP) has started celebrating its 109th Founding Anniversary this year with the theme “The Country's First PolytechnicU: Soaring High at 109”.

As the University is soaring high in the name of service to the nation, its pursuit for academic excellence and perseverance for comprehensive development in all aspects as a great educational institution, we look back to an interesting year with pride as well as with critical eyes to what must be improved and developed in the months and years to come.

Agenda 1: Pursuing Academic Excellence through Disciplinal Integrity

The country's first polytechnic and largest state university topped the recent national board examination for nutritionist-dietitian.

John Carlo Race Morillo ranked 1st and Julius Ceazar Aquino Bactad ranked 3rd in the July 2013 Nutritionist-Dietitian Licensure Examination conducted by the Professional Regulation Commission.

Morillo emerged as the exam's top performer by obtaining an 87.30% rating in the said examination where Bactad registered an 86.15% rating. PUP Laboratory High School alumna and University of the Philippines graduate Maru Azalea Reyes Tinio earned the 2nd top spot with her 86.45 rating.

Meanwhile, Mark Harry Tacadena Reyes ranked 9th in the September 2013 Registered Electrical Engineer Licensure Examination while Jagill Ramos Gallo ranked 4th and Jess Engelbert Suacillo ranked 6th in the September 2013 Registered Master Electrician Licensure Examination conducted by the Professional Regulation Commission.

Reyes got an 88.40% rating in the board exam for electrical engineers in which his alma mater PUP-Lopez had a 46.88 passing percentage; PUP-Sta. Mesa, 57.80%; PUP-Maragondon, 28.00%; and PUP-Sto. Tomas, 63.16%.

Gallo obtained an 87.50% rating while fellow PUP-Sta. Mesa graduate Suacillo registered an 86.50% rating in the board exam for master electricians in which PUP-Lopez had a 100.00 passing percentage; PUP-Sta. Mesa, 80.00%; PUP-Maragondon, 42.86%; PUP-Sta. Rosa, 100%; and PUP-Sto. Tomas, 37.50%.

Graduates of the Polytechnic University of the Philippines also ranked high in the various licensure examinations conducted by the Professional Regulation Commission in the months of October and November.

Raymund Gadon Beltran placed 3rd and Ramil Delos Santos Cervantes placed 4th in the October 2013 Special Professional Licensure Examination for Architects held in the Middle East.

Beltran obtained a rating of 80.50% while Cervantes posted an 80.30% rating making them two of the top performers among the 227 new architects who passed the licensure examination. The figure represented 60.05% of the 378 examinees who took the examination conducted by the PRC. Beltran, Cervantes and 11 other examinees who hurdled the said board examination gave PUP-Sta. Mesa a 92.86% passing percentage.

Meanwhie, Kenneth Borja Enopeques, a PUP-Lopez graduate, posted a rating of 96.25% and placed 5th in the November 2013 Civil Engineer Licensure Examination in which 97 or 53.29% of the examinees from PUP-Sta. Mesa, PUP-Lopez and PUP-Sta. Maria passed. The national passing percentage was pegged at 48.11%.

John Dexter Obaña Baring of PUP-Sta. Mesa registered an 86.10% rating and landed 5th in the October 2013 Interior Designer Licensure Examination in which 4 or 80.00% of the examinees from PUP-Sta. Mesa passed. The national passing percentage was pegged at 69.17%.

John Christopherson La Torre Fredeluces emerged as 7th placer in the November 2013 Librarian Licensure Examination with his 86.30% rating. A total of 32 or 50.79% of the examinees from PUP-Sta. Mesa passed the examination which had a 45.80% national passing percentage.

Janine Pranada Peñaverde of PUP-Sta. Mesa posted a 91.43% rating and placed 8th in the October 2013 Certified Public Accountant Licensure Examination which had a 40.84% national passing percentage. PUP-Sta. Mesa, PUP-Mariveles, PUP-Lopez, PUP-Maragondon, PUP-Ragay, PUP-Sta. Maria, PUP-Sta. Rosa, PUP-San Juan, PUP-Sto. Tomas and PUP-Taguig yielded 473 passers who comprised 44.79% of the PUPians who took the said examination.

PUP-Taguig emerged as the 8th top performing school in the September 2013 Licensure Examination for Teachers (Secondary Level) with its 82.26 % passing percentage. The said examination produced for PUP-Sta. Mesa, PUP-Bansud, PUP-Mariveles, PUP-Calauan, PUP-Commonwealth, PUP-Lopez, PUP-Maragondon, PUP-Mulanay, PUP-Ragay, PUP-San Pedro, PUP-Sta. Maria, PUP-Sta. Rosa, PUP-Sto. Tomas, PUP-Taguig and PUP-Unisan a total of 620 new secondary school teachers equivalent to a 39.59% passing percentage for the entire PUP System.

The September 2013 Licensure Examination for Teachers (Elementary Level) yielded a total of 90 new elementary school teachers from PUP-Quezon, PUP-Mariveles, PUP-Cabiao, PUP-Lopez and PUP-Mulanay or a 67.66 % passing percentage for the PUP System.

On the other hand, another alumnus of the College of Architecture and Fine Arts brought honors to the Polytechnic University of the Philippines when he emerged as one of the top performers in the June 2013 Licensure Examination for Architects.

Roger M. Sarmiento III placed 4th in the recent architecture board examination which produced a total of 40 new licensed architects from PUP. He obtained a rating of 84.90% in the said examination conducted by the Professional Regulation Commission.

PUP posted a 65.57% passing percentage, a rate several points higher than the 50.99% national passing percentage. Forty of the sixty-one examinees from PUP took the board exam when added to the total number of passers produced 901 new licensed architects for the entire Philippines.

Meanwhile, students from PUP-Sto. Tomas, Batangas branch bagged the 1st place in the Regional Math Wizards and Regional Quiz Show held during the 9th Regional Student Conference of the Institute of Integrated Electrical Engineers of the Philippines Inc. Council of Student Chapters in Southern Tagalog. The event was held at University of Perpetual Help Dalta System, Calamba, Laguna on September 6, 2013. It carried the theme “Leading the Electrical Practitioners Towards Global Recognition”.

Sorren Dave Garcia, Joven Kakatian and Raymart Retanan won in the Regional Math Wizards Category while Gilbert Ricalde, Gherick Impoy and Nikko Umandap topped the Regional Quiz Show. Engr. Billy Ray Oldan, MSEE, BSEE Program Coordinator trained and coached the students.

The regional champions from PUP-Sto. Tomas, Batangas are set to compete in the 38th IIEE Annual National Convention slated on November 29 at the SM Mall of Asia-SMX, Pasay City.

In other developments, 11 faculty members from the PUP Institute of Technology became National Certification II (NC II) holders for Computer Hardware Servicing after passing the written, oral and practical examinations conducted by the Technical Education and Skills Development Authority (TESDA) last August 22 and 29.

Prof. Melania Melanie M. Crasco, Prof. Maria Aida B. Huceňa, Prof. Diana M. Macapagal, Prof. Cynthia E. Pascual, Prof. Anthony G. Andres, Prof. Maria Kristela V. Fajardo, Prof. Danny A. Manalad, Prof. Paul Anthony T. Moron, Prof. Frescian C. Ruiz, Prof. Raquel G. Salazar and Prof. Maylene C. Salvador passed the three-part exams held at the Asian College of Science and Technology in Quezon City, a TESDA-accredited testing center.

NC II is a major requirement for faculty members teaching Technical Vocational Education and Training (TVET) courses in the revised curriculum for ITech academic programs.

Meanwhile, PUP Laboratory High School and PUP College of Communication alumnus Emmanuel Raon Santos was recently designated as dean of ABE International Business College in Cubao, Quezon City.

Santos became dean after demonstrating excellence in teaching communication skills and management subjects at ABEIBC.

Prior to his stint at ABEIBC, Santos also taught communication subjects in National College of Business and Arts (NCBA), AMA Computer Learning Center (ACLC) and Asia Pacific Academic Support Services, Inc.

Santos is finishing his Doctor in Educational Management degree at the PUP Graduate School. He obtained his Master in Business Administration degree from the International Academy of Management and Economics in 2009.

Meanwhile, PUP Laboratory High School students bagged seven major awards in the 25th Young Men's Christian Association National Assembly of High School Students held last November 3-6, 2013 at Senior Mess, Teacher's Camp, Baguio City under the theme "YMCA: Celebrating Strength, Service and Commitment".

The PUPLHS delegation brought home the following honors: Outstanding Delegation; Champion, General Information Quiz Bee (Gerardo Martin Quindoza); Champion, Word Factory (John Raphael Missiona); 3rd Place, Extemporaneous Speaking Contest (Ernalin Costiniano); 3rd Place, Spelling Bee (Enrique Navera); 3rd Place, Essay in Filipino, (Jhan Denis Santos); and Outstanding Delegates (Earl Francis Coral, Enrique Navera, and Patrick Arazo).

On the other hand, PUP Mighty Maroons bagged 1st Runner-Up in the 2013 Sinclair Paints' U-22 Basketball Super League last July.

In addition, a composite Mighty Maroons team composed of teaching and non-teaching personnel won for the Polytechnic University of the Philippines the championship plum in this year's edition of the Philippine Association of State Universities and Colleges Administrative and Faculty (PASUC ADFA) Games. The games were held in July.

Meanwhile, the PUP wood pushers showed an impressive performance and saved PUP's campaign in the 18th University Games held on October 20-28, 2013 at the University of St. La Salle in Bacolod City.

This was the second year that PUP has joined UniGames after the application submitted by Sports Development Office director Prof. Reynato G. Unso was approved last year.

With his unblemished record in board match, Jan Roldan A. Oriendo from the College of Architecture and Fine Arts became the best board finisher of the tournament when he collected five points in the competition after beating his opponents from Holy Angel University, Lyceum of the Philippines University, College of St. Benilde, Jose Maria College and De La Salle University-Manila.

The PUP chess team, composed of Gerwin T. Oronce (Library and Information Science), Joshua Hesed Crismo (History), Jeremias Ygot and Edwin Saforas (Physical Education) and coached by Ricardo B. Alvarado, finished the competition obtaining nine match points and posted a third place finish behind De La Salle University (champion) and second placer College of St. Benilde.

The University, on the other hand, generally displayed outstanding performance on the different sporting events in the 26th Season of the State Colleges and Universities Athletic Association (SCUAA) held last December 2- 6.

University athletes particularly in the swimming-women, karate-do women, badminton-men and badminton-women collected gold medals and were declared champions in these events.




Agenda 2: Embedding a Culture of Research

Notable achievements on President de Guzman's Agenda 2 which aims to embed a culture of research in PUP are the following:

PUP convened the International Research Conference in Higher Education 2013 (IRCHE 2013) last October 3-4 at the historic Manila Hotel to celebrate its nearly eleven decades of existence as a leading academic institution.

IRCHE 2013 was a gathering of educators, scholars and researchers from various public and private institutions and organizations from all over the world. Endorsed by the Commission on Higher Education (CHED) and the National Research Council of the Philippines (NRCP), the event went with the theme “Responding to Global Challenges through Multi-Disciplinary Research”.

IRCHE 2013 is an offshoot of the successful National Research Conferences organized by PUP in 2004 and 2006. This international assemblage of research enthusiasts forms part of PUP's grand vision to transform itself into an epistemic community, an institution that generates, propagates and disseminates knowledge through research. It is primarily aimed at promoting and strengthening research in public and private colleges and universities.

The University also highlighted the best practices in offering and fostering a conducive environment and culture for research; build and maintain research expertise in higher education institutions for national development; explore various modalities of research partnership/linkages between producers and consumers of research skills and knowledge; and value the significance of strategies and actions for networking among researchers in promoting and sustaining higher education research as well as output utilization through IRCHE 2013.

Meanwhile, taking small steps to realize the University's goal of becoming a research university, officials from the different colleges and offices of the PUP presented their papers in international conferences and conducted university and college visits in Asia, United States, and Europe from the month of May to June.

On the other hand, six faculty members from the Polytechnic University of the Philippines presented five papers during the 12th Hawaii International Conference on Social Science, last May 29 - June 1, 2013, at the Waikiki Beach Marriott Resort and Spa, Honolulu Hawaii.

More so, two researches undertaken by faculty members of the Polytechnic University of the Philippines were read and delivered at the George Gerbner Conference on Communication, Conflict and Aggression at the Budapest College of Communication and Business, Budapest, Hungary, June 14-15, 2013.

In addition, the Asian Media Information and Communication Center (AMIC) 22nd International Conference held at Melia Purosani Hotel in Yogyakarta, Indonesia accepted four researches from PUP. More than 250 participants/ paper presentation from 24 countries were gathered during the four-day conference from July 4-7.

Officials representing the Office of the Vice President for Research, Extension, Planning and Development presented papers in the 2013 Pinoy Youth Barometer Conference. The Conference was held last July 19, 2013 at the Bayleaf Hotel, Intramuros, Manila. Jointly sponsored by the Asian Institute of Management Policy Center and the United Nations Children's Fund in cooperation with the Philippine Economic Society, the conference tackled papers on education, employment, and migration of the Filipino youth.

On the other hand, creative food entries from the Polytechnic University of the Philippines were featured in the Research Innovation Competition and Exhibit (RICE) 2013 held at the Technological Institute of the Philippines, Aurora Boulevard, Quezon City from July 31 to August 2.

Innovative food entries prepared by senior students from the Department of Nutrition and Dietetics (DND) of the College of Science qualified for the National Capital Region's Student Creative Research Category of the Regional Invention Contest.

RICE aims to recognize and further develop the inventions of students from public and private schools through the help of the Technology Application and Promotion Institute and the Department of Science and Technology.

Meanwhile, faculty researchers of the University presented papers in the 9th International Conference on Humanities and Social Sciences held in KhonKaen University Thailand on November 14-15. The conference was attended by researchers from 15 countries and covered topics on disciplines such as philosophy and religion; language and literature; culture; sociology and development; public administration; environment and development; media, information and communication; area studies; and education in humanities and social sciences in the two-day conference.

In addition, Reynold V. Luna and his co-researchers won two out of the five Surya Raghu and the Samahang Pisika ng Visayas at Mindanao (SPVM) awards during the 2013 International Conference on Applied Physics and Materials Science (ICAMS), the 2013 International Scientific Meeting on Complex Systems and the 15th SPVM National Physics Conference held at the Ateneo de Davao University, Davao City, Philippines last October 24-26, 2013.

The researchers' papers garnered the Best Entrepreneurial Paper and the Best Scientific Poster recognitions. The activity had 400 member-participants from different regions in the Philippines and delegates from Japan, Taiwan, Malaysia, Pakistan, the United States of America, and the United Kingdom of Great Britain.

On the other hand, PUP College of Communication Dean Dr. Edna T. Bernabe represented the Philippines in the Asia Media Forum 2013 held last October 28- November 1 in Songdo Convensia Incheon, Korea. The forum focused on media's role in creating an informed and responsive audience in 21st century Asia.

PUP was invited to the said forum because of COC's inclusion in Quacquarelli and Symonds top five outstanding Communication schools in the Philippines for the year.

Meanwhile, a dance delegation of PUP visited the University of Indonesia (UI) for a series of workshops on folk and contemporary dances at Gedung IX FIB UI in Jakarta, Indonesia last November 21-26. Fifteen students composed of dancers from the Movers and Motion , Teatro Komunikado, College of Education Dance Troupe together with the Creative Media Artists Society as staff and documentation team collaborated with the famous Krida Budaya of UI for a dance spectacle dubbed as “Unbreakable” . Supported by the Nusantara Arts Forum (NAF) of Indonesia and the Lakandayang Cultural Association, Inc. of the Philippines, the PUP dancers had the opportunity to sit during the round table discussion with Drs. A. G. Sudibyo, M. Si, deputy director of the Directorate for Student Affairs of UI and Frank 'Toby' Rorimpandey, the artistic director of NAF and talked about the present state of the arts particularly the performing arts and literature in both countries as well as future collaborations especially of the two universities. With the representatives from PUP sharing their thoughts about art and tradition preservation issues, the discussion was successfully carried out at the Regent's building in UI.




Agenda 3: Assuring Transparency and Participatoriness in Giving Rewards and Sanctions

The Polytechnic University of the Philippines' Board of Regents (BOR) has finally approved the 133 out of 186 applicants who applied for faculty merit promotion last July 1. The faculty positions ranged from Instructor II to Professor V.

Thirty-three (33) out of 42 faculty applicants moved up from Instructor 1 to Instructor II. Twenty-two (22) out of 25 faculty applicants moved up from Instructor II to Instructor III.

The following faculty positions were also filled based on the slots available in the plantilla: Assistant Professor 1 with 13 slots; Assistant Professor II with seven slots; Assistant Professor III with nine slots; Assistant Professor IV with 16 slots; Associate Professor I with 11 slots; Associate Professor II with three slots; Associate Professor III with four slots; Associate Professor IV with four slots; Associate Professor V with two slots; Professor I with one slot; Professor II with one slot; Professor III with three slots 3; Professor IV with one; and Professor V with one slot.

Meanwhile, around 400 faculty members of the Polytechnic University of the Philippines gathered for a two-day faculty development seminar-workshop at the Bulwagang Balagtas, Ninoy Aquino Library and Learning Resource Center in Sta. Mesa Campus last September 5-6.

Billed as “Be the B.E.S.T. (Beaming Example of a Synergistic Team)! Building a Holistic Learning University,” the activity was organized to establish shared understanding among the participants on the roles and competencies expected of educators in a constantly-changing environment. It was also aimed at infusing a united sense of purpose and spirit of commitment anchored on the ideals of the University.

The two-day activity brought together teachers from the 22 branches and campuses of the University.




Agenda 4: Modernization and Upgrading of Physical Facilities, Equipment, Library and other Campus Development

The signing of the Memorandum of Agreement for the establishment of PUP Maragondon Annex in Alfonso, Cavite was forged between the Provincial and Local Government of Cavite and the Polytechnic University of the Philippines on May 17 at Belleview Hotel in Alabang, Muntinlupa.

Present during the ceremonial signing were Gov. Juanito Victor C. Remulla from the Provincial Government of Cavite; Mayor Virgilio Varias and the councilors from the Local Government of Alfonso;Dr. Emanuel C. de Guzman, PUP President; Dr. Victoria C. Naval, Executive Vice-President; Ms. Marissa Legaspi; Vice-President for Finance; Dr. Joseph Mercado, Vice-President for Branches and Campuses; Prof. Denise A. Abril, Director of PUP-Maragondon Branch; and the heads of offices from PUP-Maragondon Branch.

Meanwhile, officials of the Polytechnic University of the Philippines (PUP) and top-ranking officers of the Cebuana Lhuillier Foundation, Inc.(CLFI) launched the PUP-CLFI E-Learning Center last August 16.

Led by PUP President Dr. Emanuel C. Guzman and San Marino Republic Consul General and Lhuillier Group of Companies President and Chief Executive Officer Dr. Jean Henri D. Lhuillier, the launching of the center was heralded as a major step for modern-type education in the University.

President De Guzman said that the major importance of E-Learning is that it broadens the horizons of many students as it exposes students to the world outside their own localities or places.

On the other hand, PUP-Maragondon, Cavite branch recently received 180 classroom monobloc chairs from the local government of the Municipality of Maragondon. Municipal Mayor Reynaldo Rillo personally presented to PUP-Maragondon Director Prof. Denise A. Abril and Central Student Council President Reggae Vecindario the chair donations in a ceremony witnessed by students, faculty and employees. Mayor Rillo pledged his continuous support to the lone PUP branch in Cavite.




Agenda 5: Reconceptualization of Academic Freedom

PUP President Dr. Emanuel C. De Guzman has formed a thirteen-member Monitoring and Investigation Committee for Textbook and other Instructional Materials Policy Implementation (MICTIMPI), a body tasked to assist the University Textbook and other Instructional Materials Evaluation Committee (UTIMEC).

President De Guzman has authorized MICTIMPI to ensure the strict implementation of the PUP policy on the promotion or distribution of High School and College textbooks and other instructional materials in the various academic units of PUP.

PUP faculty members are prohibited from “prescribing and/or selling directly or indirectly to students or be financially interested in the dissemination or disposal of any and all textbooks and instructional materials to the students which are not submitted for evaluation and approved by the UTIMEC and the Office of the President,” the President said.

The President reiterated that “the exclusive sales outlet for the approved textbooks and other instructional materials shall be the recently established University Bookstore.” The newly opened University Bookstore is located at the second floor of the Alex Marteja Hall which also houses the University Canteen.




Agenda 6: Institutionalizing Civil Society Engagement and Involved Extension Service Program

The Communication Management Office has conducted last July 29, 2013 the second installment of the annual training for the communication officers of the Polytechnic University of the Philippines.

Around 40 communication officers from the university's network of 22 campuses and 15 colleges attended the training at the PUP Information and Communications Technology Center in Sta. Mesa, Manila which focused on covering, writing and reporting for PUP CreaTV, the first university-based online channel in the country.

Organized by the CMO, the activity featured PUP alumni and broadcast media practitioners Steve Dailisan (GMA 7), Gerard Garcia (TV5) and JV Arcena (TV5) as speakers.

Meanwhile, the Community Relations and Extension for Development Office (CREDO) and iPOD V (I Am a PUP Operation Damayan Volunteer) conducted community relief operations last September 17 for the victims of tropical storm Maring in Barangays Malaban and Dela Paz, Biñan, Laguna.

The relief operations provided 75 relief packs to affected PUP-Biñan students, faculty and employees and 450 relief packs to the families from Barangays Malaban and Dela Paz. Clothes and medical supplies were also turned over to the community health centers of the two barangays. Around 100 children from three Day Care Centers in Brgy. Malaban received toothbrush and biscuit packs.

The goods and supplies distributed to the beneficiaries were donated by the students, faculty, employees, officials and alumni of our University.

After the Eastern Visayas provinces and other parts of the country were battered by super-typhoon Yolanda last November 8, members of the PUP community staged relief operations and various activities to solicit help for the victims. The University has responded to the challenges of the times.

PUP President Dr. Emanuel C. De Guzman has issued a letter of appeal to the community stating that “One people who die in our midst, is far too many. One of our countrymen, crying for help, is far too many for comfort and assistance.”

As per instruction of President De Guzman, the Community Relations and Extension for Development Office (CREDO) was delegated as the main coordinating office within the University to undertake relief operations and other related activities.The CREDO in response spearheaded PUP Operation Damayan which coordinated relief operations with the University campuses, colleges, offices and organizations.

As of November 20, the University has collected 7,646 bottled water; 7,881 packs of noodles; 2,800 pieces of toiletries; 4,680 pieces of canned goods biscuits, coffee, juices, candles and matchboxes and others.

CREDO's Barya-Barya Mula sa mga Iskolar ng Bayan campaign has also raised P164,949.70 as of November 19.

On the other hand, as of November 20, the University has collected P549,000.00 from employees and faculty members who shared their one-night service pay or donations equivalent to a three-hour teaching load.

To facilitate the immediate distribution of relief and other donations, the CREDO with other university employees and volunteers, proceeded last November 22 to Guiuan in Eastern Samar, one of the severely-hit places by super-typhoon Yolanda.

A total of 500 relief packs (each containing 10 kilos of rice, 15 packs of noodles, nine pieces of canned goods), 500 containers of 2.4 liters of water and 500 bags of new and used clothes for men, women and kids were prepared for distribution.

In addition, three sacks of toiletries, 26 boxes of biscuit, 10 sacks of blankets and pillows, three sacks of shoes, sandals and slippers, three boxes of medicines and first-aid materials, five boxes of sanitary napkins and three boxes of diapers were also included for the relief operation.

Furthermore, the University also launched on November 18 “Saro Kita: PUP Community's Day of Meal-Sharing with 'Yolanda' Victims”. A total of Php99, 291.95 was raised by officials, faculty, employees and students who opted to donate their noontime meal budget for the day to the victims of the powerful typhoon which struck the people of Leyte, Samar and other major islands in the Visayas last November 8.

“Saro Kita” formed part of the country's first polytechnic and largest state university's relief and rehabilitation program dubbed PUP Operation Damayan. It was aired live by GMA 7 and covered by TV5 and the print media. The Visayan phrase used to describe the event means meal-sharing in the Samarnon-Leytenhon language of the Eastern Visayas region which is comprised of six provinces, seven cities, 136 municipalities and 4,390 barangays with over four million populace.

On the other hand, the University has recetly entered into a Memorandum of Agreement with Pilipinas Shell Foundation, Inc. (PSFI) and the Division of City Schools, Department of Education-Manila (DCS DEPED-Manila).

The Polytechnic University of the Philippines has recently entered into a memorandum of understanding with the Philippine Information Agency (PIA) and the Department of Health (DOH).

PUP President Dr. Emanuel C. De Guzman and PIA Chief Executive Officer Sec. Herminio B. Coloma Jr. signed last November 5 an MOU for the joint implementation of the LifeLine organ donor campaign under the auspices of the DOH-led Philippine Network for Organ Sharing (PhilNOS), a government body tasked to promote the ethical practice of deceased organ donation and transplantation.

PUP, DOH and PIA are set to launch a mammoth one-hour and eight-hour donor sign up and world record attempt next year in a bid to obtain a Guinness World Record on Most People to Sign Up as Organ Donors in line with Lifeline's goal of increasing awareness and generating public support to the Philippine Organ Donation and Transplantation Program.

PUP President Dr. Emanuel C. De Guzman, PSFI Executive Director Edgardo R. Veron Cruz and DCS DEPED-Manila Superintendent Dr. Ponciano Menguito signed last August 28 a MOA for the joint implementation of the Road Safety for Children Program.

The Road Safety for Children Program (RSCP) is described as “a series of road safety activities, designed for school children to increase their awareness and develop their values on road safety with emphasis on traffic rules, safety conduct and road courtesy, and program in support of the United Nations Decade of Action for Road Safety 2011-2020.”

Meanwhile, Department of Health (DOH) Assistant Secretary Enrique “Eric” Tayag launched the DOH Pilipinas Go 4 Health Program in the main campus of the University on July 23. A nationwide program and movement on healthy lifestyle, Asec Tayag explained that Pilipinas Go 4 Health aims to inform and engage young and adult Filipinos in forming healthy habits and practicing a healthy lifestyle through the promotion of physical activity, proper nutrition, and the prevention and cessation of smoking and alcohol consumption.

On the other hand, The Polytechnic University of the Philippines has entered into a Memorandum of Understanding with the Movies and Televisions Review and Classification Board (MTRCB).

PUP President Dr. Emanuel C. De Guzman and MTRCB Chairman Atty. Eugenio H. Villareal signed last July 31, 2013 an MOU which provides that PUP will assist MTRCB “in the development and hosting of the latter's website.”

PUP is also expected to aid MTRCB in its “online permit registration system” and “in the evaluation of the existing IT infrastructure of MTRCB.”

The MOU requires PUP to develop “a web-based registration system for MTRCB which will produce ePermit once reviewed and processed by MTRCB personnel, and an MTRCB-PUP mobile application.” The mobile application will “allow MTRCB deputies to report the compliance of cinemas/television shows with the classifications/permits issued by MTRCB.” It will also enable the public to “send feedback on television/movie shows.”

The review and classification board will, in return, “provide PUP the necessary information for developing the web-based registration system of MTRCB and the MTRCB-PUP mobile application.”




Agenda 7: Fiscal Responsibility

To continue what he has started in his first year in office, President De Guzman led the University in ensuring fiscal responsibility.

The Administration has reviewed and improved the University resource generation policies which produced positive results.

From January to September this year, the University has generated P247,829,244.61 from income generating projects as compared to P230,098,600.92 of the same period. This produced a 8% increase on the total University income amounting to P17,730,643.69.




Assessment of the Institutional Processes and Critical-Rational Review of the organization

After months of negotiation, the Administration and Unyon ng Nagkakaisang Kawani ng PUP (UNAKA-PUP) finally concluded the Collective Negotiation Agreement (CAN) between the two parties last December 17. The new CNA will take effect for four years from 2013 to 2016.

Meanwhile, in its continuing effort to manage a big organization like the PUP, the Administration released a series of memorandum for the members of the academic community to comply with.
